Background
The Port Authority of the City of Saint Paul leases facilities to third parties, one of which is used for unloading barges, storage, and loading trucks with fertilizer and other agricultural products. Because the site uses a conveyor system to move and transport materials onsite, the Saint Paul Port Authority (SPPA) wanted to perform an independent industrial stormwater audit to ensure the site was functioning safely with nearby waters.
Strengths & Solutions
Young Environmental reviewed the available background information, industrial stormwater permit, and the stormwater pollution prevention plan (SWPPP). We then conducted a site investigation, met with staff at the facility, documented findings, and offered recommendations to bring the facility back into compliance with applicable state and federal regulations. During the site visit in June 2020, our team inspected the site’s drainage structures and stormwater management, identifying areas of concern. Our team explored how drainage operates throughout the facility and noted how stormwater moved through the site during rainfall events. In a final technical memorandum, we provided recommendations for mitigation through good housekeeping and potential design improvements. We also provided steadfast facilitation services, working cooperatively between the property owner and facility operator.
Project Impact
Because of the site’s proximity to the Mississippi River, the impact of a contaminant spill or stormwater runoff could threaten the City’s drinking water. Through mitigation measures, the Saint Paul Port Authority proactively addressed areas of concern before they became an issue. The facility can continue its industrial operations in compliance with its SWPPP.
